Will Obama’s Proposed Tax Credit Excel?

President Obama is making waves again with his recent September 2010 announcement regarding the White House’s proposed 2011 tax credit. Obama’s proposed plan aims to allocate increased tax credits for businesses spending capital on investments in 2011. Though this proposal will cost $180 billion, Obama asserts that the cost can be offset by raising taxes in the gas and oil industrial arena, as well as restructuring the taxes that multinational companies pay. The goal in restructuring these taxes is to make certain that multinational companies do not excel financially by operating oversees.

Obama argues that his new plan to restructure taxes for multinational corporations will help keep U.S. jobs at home. This proposal is in addition to the White House’s recent suspension of a plan presented by the United States Agency for International Development (USAID), which had originally aimed to afford training to workers in Sri Lanka regarding, among other subjects, IT. Some had criticized this vehicle of foreign aid, stating that it would only make it easier for foreign workers to excel over American citizens vying for the same IT jobs. This criticism may be the driving force behind the plan’s suspension. With these actions, it seems that President Obama sincerely wants U.S. workers to excel in the domestic job market, especially in the IT sector.

However, others also question how Obama’s proposed 2011 tax credit will affect the IT industry in 2010. Skeptics wonder if the plan will gain enough support to excel. For instance, Joseph Pucciarelli, program director of technology strategies at the International Data Corporation, wonders if the proposed credit will dissuade managers from making elective IT expenditures in 2010, as they await the 2011 tax breaks. Robert Atkinson, president of a technology think-tank suggests making the tax credit ex post facto in order to avoid a stall in IT spending in 2010. This suggestion, coupled with President Obama’s efforts may indeed help those looking for work in the IT industry excel in 2010.
